In my experience 30% is more than enough, however, the beauty of Rimworld is that it is up to you, so choose what you like (and what you think your PC can handle) the factions section simply adds or removes the different factions present in the game world, I recommend to leave it at its default settings for your first play through to really get the best of everything the game has to offer.
